A selectable ROM image file format, for building the format picker.
value is the string the config's format field expects (e.g. "binary",
"ihex"); label is the human-readable name; is_default marks the format
used when none is specified (raw binary). Enumerated from onerom-gen, so a
new format added there appears here - and in the UI - with no further work.
